The Government of Rajasthan (FD), on June 18, 2026, amended the Rajasthan Investment Promotion Scheme (RIPS), 2024 to include “Gems and Jewellery Bourse” as a new category under the Industrial Infrastructure sector. The amendment defines a Gems and Jewellery Bourse as a designated marketplace for gems and jewellery-related businesses operating in a secure and regulated environment, with a minimum investment of ₹1,000 crore and a minimum area of 5 acres.
The amendment extends the applicability and eligibility provisions of the Scheme to Gems and Jewellery Bourses and introduces a dedicated incentive framework. Eligible projects will receive an Asset Creation Incentive in the form of a 10% capital subsidy on Eligible Fixed Capital Investment (EFCI), subject to an annual ceiling of ₹10 crore, disbursed over ten years. Additionally, a one-time reimbursement of 20% of the cost of a Fire Detection System, up to ₹10 lakh, has been provided.
The Government has also granted significant fiscal benefits, including 75% exemption and 25% reimbursement of stamp duty and 75% exemption and 25% reimbursement of conversion charges. Further, the definition of “Commencement of Commercial Production/Operation” has been revised to include Gems and Jewellery Bourses, where commencement will be deemed from the date possession is handed over to the first unit sold or leased in the Bourse.
