The Ministry of Coal (MoC), on June 22, 2026, notified the Coal Blocks Allocation (Amendment) Rules, 2026, amending the Coal Blocks Allocation Rules, 2017 to provide greater flexibility in furnishing performance security by successful allocatees.
The amendment substitutes the term "performance bank guarantee" with "performance bank guarantee or insurance surety bond" throughout Rule 8 of the principal rules. As a result, successful allocatees may now furnish either a performance bank guarantee or an insurance surety bond to meet the performance security requirements under the Coal Blocks Allocation Rules.
Further, the amendment inserts Rule 8(9A), enabling successful allocatees who had already furnished a performance bank guarantee before the commencement of the amendment rules to replace the existing performance bank guarantee with an insurance surety bond, if they choose to do so. The amendment came into force on the date of its publication in the Official Gazette. [Notification No. G.S.R. 508(E)]
