Industry Specific ComplianceThe Industries & Commerce Department, Govt. of Andhra Pradesh on June 23, 2026, issued the amendment to the Andhra Pradesh Minor Minerals Concession Rules, 1966.

The following has been amended, namely:

• The Government has amended the APMMC Rules, 1966, to provide preferential allotment of quarry leases for certain minor minerals to registered Vaddera Cooperative Societies. The amendment creates a new category, Part C(2) of Schedule IV, covering minerals such as Building Stone, Road Metal & Ballast, Rough Stone/Boulders, Morrum/Gravel & Ordinary Earth, Slate, and Dimensional Stone used for Kerbs and Cubes. 

• A Vaddera Quarry Pool of mineral-bearing government land has been introduced, and up to 33% of the allotable quarry area in a district can be earmarked for preferential allotment to eligible Vaddera Cooperative Societies. Applications will be processed through fixed 45-day evaluation slots, with priority determined largely on a first-come, first-served basis and specific preference rules for local societies.

• The amendments also prescribe detailed procedures for application scrutiny, survey, NOC acquisition, issuance of Letter of Intent (LOI), payment of premium amounts, and submission of mining plans and environmental clearances. Each society can receive preferential allotment up to 12 hectares, and successful societies will be eligible for a 50% concession in the premium amount payable to the Government. 

• The initiative is intended to promote the socio-economic development of the Vaddera community by facilitating access to quarrying opportunities while ensuring a transparent and structured allocation process.
