The Municipal Council Nagrota Bagwan, Govt. of Himachal Pradesh on May 07, 2026, issued the Draft Municipal Council Nagrota Bagwan (Registration and Control of Pet Dogs) Bye Laws 2025.
The following has been stated:
• The draft seeks to regulate commercial activities, storage of specified goods, and use of premises within municipal limits through a mandatory licensing framework.
• The proposed bye-laws make it compulsory for shops, business establishments, godowns, warehouses, and premises engaged in notified trade activities or storage of specified articles to obtain a trade licence from the Nagar Panchayat. The licensing system will apply to activities listed in the annexures and will cover both commercial operations and storage of goods within municipal limits.
• The draft empowers the Licensing Officer (Secretary or authorized officer) to grant, renew, suspend or cancel licences and conduct inspections through authorized officials. Applicants will be required to furnish prescribed details regarding the premises, nature of trade, ownership, and storage activities. Premises operating without a valid licence or violating licence conditions may face enforcement action under the Municipal Act.
• The bye-laws also aim to ensure orderly urban development, public health, fire safety, sanitation, and regulatory oversight of commercial establishments. By creating a structured licensing and monitoring mechanism, the Nagar Panchayat intends to maintain records of business activities, regulate storage of potentially hazardous articles, and ensure compliance with municipal norms.
• Public objections and suggestions have been invited by July 11, 2026.
