The Ministry of Road Transport and Highways (MoRTH) on June 22, 2026, issued Draft Central Motor Vehicles (………. Amendment) Rules, 2026, further to amend the Central Motor Vehicles Rules, 1989.
The following has been stated:-
•The Central Government has inserted new Rules 125-T and 125-U in the Central Motor Vehicles Rules, 1989, mandating Cyber Security Management Systems (CSMS) and Software Update Management Systems (SUMS) for specified vehicle categories.
•The requirements will be implemented in phases starting October 01, 2026, beginning with Level 3 and above automated vehicles, followed by OTA-enabled vehicles, and eventually all OTA-enabled vehicles by October 01, 2029.
•Compliance must be in accordance with AIS-189 (Cyber Security) and AIS-190 (Software Updates) until corresponding BIS standards are notified.
•The rules apply to new and existing vehicle models based on the prescribed implementation schedule.
Objections and suggestions may be given within 30 days from June 26, 2026.
