The Government of Chhattisgarh, on June 9, 2026, published a draft amendment to the Chhattisgarh Bhumi Vikas Niyam, 1984, proposing a comprehensive revision of Rule 37 relating to land-use classification and permissible activities. The draft has been issued under the Chhattisgarh Nagar Tatha Gram Nivesh Adhiniyam, 1973, and stakeholders have been invited to submit objections or suggestions within 15 days from publication in the Official Gazette.
The proposed amendment introduces a detailed framework categorizing land uses into Residential, Commercial, Industrial, and Public & Semi-Public segments, each further divided into sub-categories with specified permissible activities. The revised residential classifications cover residential colonies, group housing, hostels, dormitories, farmhouses, affordable housing projects, integrated townships, and industry-linked housing. Commercial categories expand permissible activities to include malls, hotels, warehouses, petrol and gas stations, restaurants, wellness centres, commercial offices, call centres, printing presses, and various retail and service establishments.
The draft also aligns industrial classifications with environmental categories prescribed by the Chhattisgarh Environment Conservation Board, covering White, Green, Orange, Red, and Blue industries. In addition, it significantly broadens public and semi-public land-use categories by specifying activities relating to education, healthcare, assembly buildings, public utilities, government offices, cultural facilities, research institutions, broadcasting centres, power plants, and community infrastructure. The proposed changes are intended to modernize land-use regulations, provide greater clarity on permissible activities, and support urban planning and economic development across the State.
