The Government of Maharashtra, on June 17, 2026, issued a notification under the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016, mandating Aadhaar-based authentication for beneficiaries of the Pradhan Mantri Awas Yojana (Urban) 2.0 (PMAY-U 2.0). The notification aims to simplify beneficiary identification, improve transparency, and enable seamless delivery of housing subsidies and financial assistance through the Scheme.
The notification applies to eligible Economically Weaker Section (EWS) beneficiaries residing in urban areas across Maharashtra who are entitled to benefits under PMAY-U 2.0, including assistance under the Beneficiary-Led Construction (BLC), Affordable Housing in Partnership (AHP), Affordable Rental Housing (ARH), and Technology Innovation Grant (TIG) components. Eligible beneficiaries must register on the Unified Web Portal and furnish proof of Aadhaar number or undergo Aadhaar authentication. Individuals not possessing an Aadhaar number are required to enrol before registration, while the Department and implementing agencies must facilitate Aadhaar enrolment where necessary.
The notification also prescribes alternative arrangements until Aadhaar is assigned, including submission of an Aadhaar Enrolment Identification Slip along with specified identity documents. Where Aadhaar authentication fails due to poor biometrics or other reasons, implementing agencies must provide alternative authentication mechanisms such as Integrated Risk Information System (IRIS) scan, face authentication, One-Time Password (OTP) or Time-based One-Time Password (TOTP) authentication, and, where these are not feasible, physical Aadhaar verification using the QR code. Implementing agencies are also required to create awareness among beneficiaries regarding Aadhaar requirements and ensure that no genuine beneficiary is denied Scheme benefits due to authentication-related issues.
