The Department of Environment and Forests, Department of Delhi on June 23, 2026, issued a notification regarding the Comprehensive Winter Air Pollution Control Directions.
The following has been stated namely: -
• The Delhi Government has issued a consolidated order prescribing annual air pollution control measures from November 01 to February 28 (or as otherwise specified), replacing all previous directions.
• Petrol, diesel and CNG/LPG fuel stations will dispense fuel only to vehicles with a valid Pollution Under Control Certificate (PUCC). Violators will face penalties.
• From November 01 to January 31, non-Delhi vehicles below BS-VI emission standards will not be allowed to ply in Delhi, except CNG/electric vehicles, emergency services and other exempted categories.
• Parking charges at authorized parking sites (except DMRC parking) will be doubled, government offices will follow staggered timings, and both government and private offices will operate with up to 50% physical staff, with the remainder working from home during the specified period.
• Dust-generating construction and demolition activities will be restricted from November 01 to January 31, with a complete ban from December 10 to January 20, except for essential and emergency projects.
• During December 10–January 20, vehicles carrying construction materials will not be allowed into Delhi, except those engaged in essential public infrastructure, emergency works, or specifically exempted.
• Commercial high-rise buildings (over 3,000 sq. m and G+5 or above) and large construction sites must install and operate anti-smog guns or mist systems, with installations to be completed by August 15.
• Resident Welfare Associations (RWAs), institutions, contractors and establishments are responsible for preventing open burning of waste, leaves, biomass or garbage, and may face environmental compensation and penalties for violations.
• Authorities will use drone surveillance, field inspections and enforcement teams to monitor violations, while ensuring compliance with CAQM's Graded Response Action Plan (GRAP) whenever stricter measures are invoked.
• Violations may attract action under the Environment (Protection) Act, 1986, including prosecution, environmental compensation, sealing/closure of premises, and other legal measures.
