The Government of Rajasthan on June 12, 2026, issued notification regarding the Mandatory Fire Safety Compliance and Fire NOC Regulations for High-Risk Buildings in Rajasthan.
The notification mandates that high-risk establishments such as hotels, restaurants, coaching institutes, multiplexes, and commercial buildings must install fire safety systems (fire extinguishers, alarms, smoke detectors, etc.) in line with the National Building Code, 2010 and relevant Rajasthan laws. It introduces a structured process for obtaining and maintaining a Fire NOC (No Objection Certificate).
Non-compliance, including absence of Fire NOC or inadequate fire safety equipment, will attract a penalty of ₹5,000 and possible legal action. Authorities are empowered to issue Fire NOCs after inspection, and agencies issuing faulty certifications may face license cancellation, penalties, and legal action, especially in case of fire incidents causing damage or injury.
Regular inspection and compliance monitoring by the Chief Fire Officer is mandated. Failure to comply with notices or delays in renewal of Fire NOC will also result in penalties. Renewal must be applied online at least 15 days before expiry, and fresh applications are required irrespective of other building approvals.
The rules make it mandatory for specified high-rise and high-risk buildings (including schools, hospitals, malls, factories, and others) to obtain Fire NOC. Strict enforcement measures, including penalties and sealing of premises, are to ensure public fire and life safety.
