Finance & Taxation ComplianceThe Ministry of Commerce and Industry (MoCI) on June 24, 2026, notified regarding the Initiation of an anti-dumping investigation concerning imports of Biaxially Oriented Polyamide (BOPA) Film originating in or exported from China PR and Thailand.

The following has been stated:

• DGTR has initiated an anti-dumping investigation into imports of Biaxially Oriented Polyamide (BOPA) Film originating in or exported from China PR and Thailand, based on an application filed by JPFL Films Private Limited, India's sole domestic producer of the product. BOPA Film is a high-performance flexible packaging material used in food, pharmaceutical, dairy, edible oil, frozen food, and personal care packaging, and is classified under tariff items 3920 92 19 and 3920 92 99. 

• The investigation covers the period January 01, 2025, to December 31, 2025, with the injury assessment covering FY 2022-23 to the investigation period. DGTR found sufficient prima facie evidence that dumped imports from the subject countries have significantly increased, undercut domestic prices, hindered capacity utilisation, caused financial losses, and materially delayed the establishment of the domestic industry. 

• Accordingly, the Authority has initiated the investigation under the Customs Tariff Act, 1975, and the Anti-Dumping Rules, 1995, to determine the existence, extent, and impact of dumping and to recommend anti-dumping duties, if warranted. 

• Interested parties shall submit their responses through the SETU Portal, with comments on the Product under Consideration (PUC) and Product Control Number (PCN) methodology due within 15 days, and questionnaire responses and other submissions to be filed within 37 days from the circulation of the non-confidential application.
