The Agriculture and Farmers Welfare Department, Govt. of Haryana on June 30, 2026, issued the Haryana Horticulture Nurseries Rules, 2026.
They shall come into force on June 30, 2026.
The following has been stated:
• The rules establish a regulatory framework for the registration, licensing, inspection, and monitoring of horticulture nurseries in the State. The Rules prescribe the procedure for the grant, renewal, suspension, and cancellation of nursery licences, along with the prescribed application forms, fees, and documentation requirements.
• They require nursery operators to maintain prescribed records, ensure the quality, health, and traceability of planting material, and comply with standards relating to pest and disease management. The Rules also empower inspecting authorities to conduct inspections, verify compliance, recommend action against unauthorized nurseries or infected plant material, and order destruction of diseased or uncertified plants where necessary.
• Additionally, the Rules provide standardized formats for applications, inspections, registers, and reporting to promote transparency, improve the quality of horticultural planting material, and safeguard farmers and consumers from substandard or infected nursery stock.
