The Ministry of Commerce and Industry (MoCI) on July 04, 2026, issued Anti-dumping investigation concerning imports of “Carbon Raiser made of Anthracite Coal” originating in or exported from China PR.
The Designated Authority has initiated an anti-dumping investigation based on an application filed by M/s. Carbon Resources Private Limited concerning imports of “Carbon Raiser made of Anthracite Coal” from China PR. The applicant has alleged that dumped imports from China are causing material injury to the domestic industry and has requested the imposition of anti-dumping duty, including provisional duties.
The product under consideration includes all forms and grades of carbon raiser (such as lump, granule, powder, or briquettes) used primarily in metallurgical industries to increase carbon content in metals. The Authority has preliminarily found that the domestically produced product is comparable to the imported product and qualifies as a “like article.” The applicant, supported by another domestic producer, has been recognized as constituting a major proportion of domestic production and thus meets the criteria for domestic industry standing.
Prima facie evidence indicates significant dumping margins, determined by comparing constructed normal value (due to China being treated as a non-market economy) with export prices. There is also evidence of increased import volumes, price suppression, and adverse impact on profitability of the domestic industry, establishing a causal link between dumped imports and injury.
Accordingly, the Authority has formally initiated the investigation under the Anti-Dumping Rules, 1995 to determine the existence and extent of dumping and recommend appropriate duties. The investigation will follow prescribed procedures, with submissions to be filed through the SETU portal within specified timelines, and strict rules regarding confidentiality, participation, and cooperation.
