The Ministry of Commerce and Industry (MoCI) on July 04, 2026, issued Anti-dumping investigation concerning imports of “Electric Tractors in 6x4 and 4x2 axle configuration in any form” originating in or exported from China PR.
The Designated Authority has initiated an anti-dumping investigation based on an application filed by M/s. IPLTech Electric Private Limited concerning imports of “Electric Tractors in 6x4 and 4x2 axle configuration” from China PR. The applicant has alleged that such imports are being dumped in India and are causing material injury to the domestic industry, and has sought the imposition of anti-dumping duty.
The product under consideration includes electric tractors used in logistics and goods transportation, imported in various forms such as completely built units (CBUs), semi-knocked down (SKDs), and completely knocked down (CKDs) units, excluding standalone parts. The Authority has prima facie accepted that the domestically produced goods are comparable to the imported products and qualify as a “like article.” The applicant has also been recognized as a major domestic producer, fulfilling the standing requirements.
Prima facie evidence indicates significant dumping margins, determined by comparing constructed normal value (as China is treated as a non-market economy) with export prices derived from DG Systems data. There is also evidence of increased import volumes, price suppression, and negative impact on the performance of the domestic industry, establishing a causal link between dumped imports and injury.
Accordingly, the Authority has initiated the investigation under the Anti-Dumping Rules, 1995 to determine the extent and impact of dumping and recommend appropriate duties. The process will follow prescribed procedures, requiring all submissions through the SETU Portal within defined timelines, along with compliance with confidentiality and participation requirements.
