The Ministry of Commerce and Industry (MoCI) on June 25, 2026, notified regarding the Initiation of an anti-dumping investigation concerning imports of “Dialyzers” originating in or exported from China PR and Malaysia.
The following has been stated:
• DGTR has initiated an anti-dumping investigation on imports of Dialyzers originating in or exported from China PR and Malaysia following an application filed by Poly Medicure Limited. The applicant has alleged that dumped imports are causing material injury to the domestic industry and has sought the imposition of anti-dumping duty.
• The Period of Investigation (POI) is January 1, 2025, to December 31, 2025, while the injury analysis covers April 1, 2022, to March 31, 2023; April 1, 2023, to March 31, 2024; April 1, 2024, to March 31, 2025; and the POI. The Authority has recognized Poly Medicure Limited as a domestic industry, holding that it accounts for a major share of domestic production. For determining dumping, the Authority has treated China PR as a non-market economy for initiation purposes and constructed normal values for both China PR and Malaysia based on the applicant's cost of production with appropriate adjustments.
• Export prices were determined using DG Systems import data after necessary adjustments, and the Authority found prima facie significant dumping margins above the de minimis level. The applicant has also presented prima facie evidence of increased dumped imports, price undercutting, price depression, financial losses, cash losses, and a negative return on capital employed, thereby establishing a causal link between dumped imports and injury to the domestic industry.
• Interested parties shall submit all responses through the SETU Portal under Case ID AD/OI/019/2026, with confidential and non-confidential versions to be filed within 37 days from circulation of the non-confidential application. A 15-day extension will be granted only if the Authority modifies the PUC or PCN methodology, while confidentiality requirements and non-cooperation provisions will apply throughout the investigation.
