The Ministry of Commerce and Industry (MoCI) on June 30, 2026, notified regarding the Anti-dumping investigation concerning imports of “Polyethylene Terephthalate Film above 100 microns” originating in or exported from China PR, Singapore, Thailand and UAE.
The following has been stated:
• The DGTR has initiated an anti-dumping investigation on imports of Polyethylene Terephthalate (PET)/BOPET Film above 100 microns following an application by M/s Garware Hi-Tech Films Limited, alleging that dumped imports from China PR, Thailand and the UAE are causing material injury to the domestic industry. Singapore has been excluded from the investigation due to negligible import volumes.
• The investigation covers all variants of PET/BOPET film above 100 microns, with the Period of Investigation (POI) fixed as January 1, 2025, to December 31, 2025, while the injury analysis covers April 1, 2022, to March 31, 2023; April 1, 2023, to March 31, 2024; April 1, 2024, to March 31, 2025; and the POI. Garware Hi-Tech Films Limited, supported by SML Films Limited, has been recognized as the domestic industry, accounting for over 50% of domestic production. Based on DG Systems import data and constructed normal values, the Authority found prima facie significant dumping margins, along with evidence of price undercutting, price suppression, declining production, sales, market share, profitability, and return on capital employed, establishing a causal link between dumped imports and material injury.
• Accordingly, DGTR has initiated the investigation under Section 9A of the Customs Tariff Act, 1975, and the Anti-Dumping Rules, 1995, to determine the extent of dumping and recommend an anti-dumping duty, if warranted. Interested parties shall submit all responses exclusively through the SETU Portal (SETU ID: AD/OI/030/2026) within 37 days from the circulation of the non-confidential application.
• A 15-day extension will be available only if the Product under Consideration (PUC) or PCN methodology is modified. Confidential submissions shall be accompanied by meaningful non-confidential versions, failing which they may be rejected, and parties failing to cooperate may have findings determined based on the facts available.
