Labour ComplianceThe Government of Bihar on July 01, 2026, notified the Industrial Relation (Bihar) Rules, 2026.

The document outlines the Industrial Relation (Bihar) Rules, 2026, framed under the Industrial Relations Code, 2020. These rules replace earlier regulations such as the Bihar Trade Union Regulations (1928), Industrial Employment Rules (1947), and Industrial Dispute Rules (1961), aiming to modernize and streamline industrial relations in the state.

The rules apply across the entire state of Bihar and come into effect upon publication in the Official Gazette. They define key terms such as “Code,” “Section,” “electronically,” and “forms,” ensuring clarity in interpretation. A significant feature is the emphasis on digital processes, allowing submissions, communications, and payments to be conducted electronically through designated portals.

The framework establishes procedures for settlements between employers and workers, whether reached through conciliation or mutual agreement. Such settlements must follow prescribed formats and require proper authorization and signatures from both employer representatives and worker representatives, ensuring transparency and legal validity.

Overall, the rules aim to create a structured, transparent, and technology-enabled industrial relations system, promoting smoother dispute resolution, better compliance, and standardized processes for agreements and communications between employers and workers.

They shall come into force from July 01, 2026.
