The Ministry of Ports, Shipping and Waterways (MpPSW) on July 07, 2026, issued the Marine Aids to Navigation (Vessel Traffic Services) Rules, 2026.
The rules classify Vessel Traffic Services (VTS) into two categories: port/harbor VTS, which operate within port limits and are managed by service providers, and coastal VTS, which cover coastal waters including shared or overlapping waters between adjoining ports. Coastal VTS may be established by the Central Government or its authorised entity where traffic volume or risk levels justify such systems to ensure safe and efficient vessel movement.
A Competent Authority, appointed by the Central Government, is designated to oversee VTS operations and must have at least five years of relevant experience. This authority is responsible for authorising service providers, reviewing proposals for establishment or expansion, and ensuring compliance through inspections, audits, and performance reviews. It also assists in setting standards aligned with international guidelines, standardising equipment and manpower requirements, and promoting uniformity across VTS systems.
Additionally, the Competent Authority ensures coordination among maritime stakeholders, facilitates information exchange, conducts audits for continuous improvement, and maintains proper documentation and data confidentiality. It may also advise the Central Government on guidelines for vessel usage of VTS areas in line with international practices.
