The Department of Housing and Urban Development, Government of Punjab on July 07, 2026, issued the amendment to the Land Pooling Policy for the GMADA Area to Enhance Benefits for Landowners.
The following has been stated:
• The amended policy, effective from July 07, 2026, shall apply to the GMADA (Greater Mohali Area Development Authority) area. Key amendments include the issuance of Special Letters of Intent (LOIs) to landowners having fractional land parcels that do not match the prescribed landholding multiples. These Special LOIs will be calculated proportionately, made transferable, and can be converted into regular LOIs upon accumulation of the required plot entitlement. Landowners may also opt for cash compensation after three years from the scheme's launch by surrendering the remaining Special LOIs.
• The policy introduces a Sahuliyat Certificate for landowners whose land is acquired under the Land Pooling Policy. The certificate provides benefits including stamp duty and other charge exemptions on registration of developed plots allotted under the scheme or for purchase of land elsewhere in Punjab up to the eligible amount. The certificate will remain valid for four years from the date of award payment or plot allotment. It also provides priority eligibility for one electricity connection for tubewells through PSPCL during the validity period.
• Further, all plots, including Preferential Location Plots, will be included in the draw of lots to ensure equal opportunity among farmers and landowners. The amendment will also apply to Aerotropolis Pockets A, B, C, and D, Eco-City 3, Low Density, and High Density areas.
