The Reserve Bank of India (RBI), on July 9, 2026, informed all regulated entities about an amendment to one entry in the United Nations Security Council (UNSC) 1267/1989 ISIL (Da'esh) & Al-Qaida Sanctions List pursuant to Section 51A of the Unlawful Activities (Prevention) Act, 1967 (UAPA). The update follows the UNSC Press Release SC/16407 dated July 8, 2026, which revised the particulars of an individual already included in the sanctions list.
The circular notifies the amendment relating to Hamidah Nabaggala (QDi.439) by updating her personal particulars, including date of birth, passport details, national identification number, and other identifying information. Regulated entities are required to verify their records against the updated sanctions list and ensure that no accounts or financial relationships are maintained with individuals or entities designated by the UNSC.
Further, RBI has advised regulated entities to take appropriate action in accordance with Chapter IX of the RBI Know Your Customer (KYC) Directions, 2025 and the UAPA Order dated February 2, 2021 (as amended on April 22, 2024). Banks have also been reminded to forward any de-listing requests to the Ministry of Home Affairs and to ensure continued compliance with the applicable UN sanctions framework.
