Industry Specific ComplianceThe Ministry of Fisheries, Animal Husbandry and Dairying (MoFAHD) on July 02, 2026, issued the Administrative (Committee for Control and Supervision of Experiments on Animals) Amendment Rules, 2026.

The Government has amended the Administrative Rules, 2023 relating to the Committee for Control and Supervision of Experiments on Animals (CCSEA) by introducing a detailed fee structure for registration, renewal, and amendments of establishments. The rules specify fees based on the type of activity (research, commercial, breeding, or non-research purposes) and whether it involves small or large animals. Separate charges are prescribed for activities such as registration, breeding (in-house or trade), amendments, and protocol approvals.

The amendment also clarifies that establishments must pay fees according to their specific purpose(s), and higher or multiple fees may apply if multiple purposes are involved. Renewal must be done before expiry, failing which full registration fees will be charged again. Additionally, fees will be revised every three years, and all collected amounts will be deposited into the Consolidated Fund of India through Bharatkosh.
