The Ministry of Agriculture and Farmers Welfare (MoA&FW), on July 8, 2026, notified the Insecticides Third (Amendment) Rules, 2026 to establish a regulatory framework for the import of insecticides for non-insecticidal purposes. The amendment inserts a new function empowering the Registration Committee to grant import permits for such imports and introduces a dedicated chapter prescribing the procedure for obtaining these permits.
The amendment provides that any person seeking to import an insecticide for non-insecticidal use must submit an application to the Registration Committee in the newly prescribed Form IA, along with a fee of ₹5,000. The Registration Committee may verify the information furnished by the applicant and is required to dispose of complete applications preferably within 45 days, extendable by a further 15 days.
Further, the notification provides that an import permit shall ordinarily remain valid for one year. However, where the applicant already holds a certificate of registration for the pesticide intended to be used as a raw material, the import permit shall remain valid for three years. The amendment also inserts Form IA into the First Schedule of the Insecticides Rules, 1971.
