The Directorate General of Foreign Trade (DGFT) on July 13, 2026, issued amendments under Para 2.92 and Appendix-2A of Handbook of Procedure 2023 for inclusion of TRQs under India - Oman Comprehensive Economic Partnership Agreement (CEPA).
The Director General of Foreign Trade (DGFT), under the Foreign Trade Policy 2023, has amended provisions of the Handbook of Procedures to incorporate rules for Tariff Rate Quota (TRQ) under the India–Oman Comprehensive Economic Partnership Agreement (CEPA). Imports under TRQ will be governed by the relevant Customs notification issued by the Ministry of Finance and will require submission of a valid Certificate of Origin from Oman at the time of import clearance.
The TRQ system will operate on a financial year basis (April 1 to March 31). Applications for TRQ authorisation must be submitted online through the DGFT portal along with the prescribed fee. For regular years, the deadline for application submission will be February 28 of the preceding financial year, while for FY 2026–27, a separate notification will specify the application window and allocation mechanism.
TRQ authorisations will be issued electronically by DGFT and integrated with the Customs ICES system. Imports will be allowed only after electronic debit of the authorised quantity. Each authorisation will include key details such as importer information, quantity, tariff item, and validity period, which will be up to 12 months or until the end of the financial year, whichever is earlier.
The procedure for TRQ applications under the India–Oman CEPA will be formally included as Annexure VIII to Appendix 2A of the Handbook of Procedures, 2023.
