The Finance Department, Govt. of Delhi on July 12, 2026, issued instructions for the timely payment of wages to contractual and outsourced employees under the Code on Wages, 2019.
The following has been stated:
• The Government has issued instructions, based on the Ministry of Labour & Employment Office Memorandum dated January 19, 2026, directing all Departments, Autonomous Bodies, Municipal Authorities, and other Government organizations to ensure timely payment of wages and statutory dues to manpower engaged directly or through contractors in accordance with the Code on Wages, 2019, the Occupational Safety, Health and Working Conditions Code, 2020, and other Labour Codes.
• Contractors shall pay wages within the prescribed timelines via bank transfer or electronic mode, while Drawing and Disbursing Officers (DDOs) are required to verify payments monthly. Principal employers shall ensure adequate budget allocation, incorporate penalty clauses for delayed wage payments in contracts, monitor payments through GeM/PFMS, and, where contractors default, make direct payments to workers and initiate blacklisting proceedings against defaulting contractors.
