The Ministry of Ports, Shipping and Waterways (MoPSW) on July 07, 2026, issued the Merchant Shipping (Tonnage Measurement of Vessels) Rules, 2026.
These rules implement the 1969 International Convention on Tonnage Measurement of Ships and apply to Indian vessels (new and existing, with certain conditions) as well as foreign vessels when in Indian waters, subject to specified exclusions.
They provide a framework for:
• Determination of gross and net tonnage by authorized surveyors, under the supervision of the Director-General
• Issuance of certificates, including International Tonnage Certificates (for vessels ≥24m on international voyages) and India Tonnage Certificates (for others)
• Remeasurement in case of structural changes or errors
• Recognition of foreign-issued tonnage certificates, with provision for remeasurement if discrepancies arise
• Validity and cancellation of certificates, especially upon modifications or change of flag
• Inspection of foreign vessels in Indian waters to ensure compliance
• Special tonnage certification for Suez and Panama Canal requirements
The rules also prescribe applicable fees and detailed methods for tonnage calculation in the First Schedule.
These rules shall come into force on July 07, 2026.
