Commercial ComplianceThe Maharashtra Revenue and Forests Department (RFD), on July 10, 2026, issued an order granting remission of stamp duty under the Maharashtra Stamp Act, 1958 on the first conveyance or lease of land executed for Green Hydrogen Energy Projects approved under the Maharashtra Green Hydrogen Policy, 2023. The remission also extends to the first sub-lease executed between the implementing agency and the project developer. The benefit is available for eligible transactions executed from October 17, 2023 to March 31, 2030, or until the policy remains in force.

The remission is subject to conditions including the issuance of an Eligibility Certificate by the competent authority, non-availment of stamp duty remission under any other policy for the same transaction, and submission of claims through the single window portal. The order also provides limited eligibility for refund where specified conditions relating to project identification, land use, and commissioning are fulfilled.

The order clarifies that the concession is restricted to the first eligible transaction and does not apply to second or subsequent assignments, transfers, conveyances, or sub-leases relating to the project. Developers failing to comply with the objectives or conditions of the Green Hydrogen Policy will be required to pay the remitted stamp duty along with any applicable penalty under the Maharashtra Stamp Act, 1958.
