The Ministry of Labour and Employment (MoLE) on July 13, 2026, issued notification on Training Allowance for Trainers and Instructors in Vocational Training Centres.
The notification specifies the training allowance payable to trainers and instructors under the Occupational Safety, Health and Working Conditions (Central) Rules, 2026. It has been issued by the Chief Inspector-cum-Facilitator of Mines, based on the recommendations of the committee constituted under Rule 172. The provisions apply to all Vocational Training Centres established for training requirements in coal, metalliferous, and oil mines.
As per the guidelines, every trainer is entitled to a minimum allowance of ₹50 per trainee per day, in addition to regular wages, with a maximum of two trainees assigned at a time. Similarly, instructors (other than regularly appointed ones) are to be paid a minimum allowance of ₹1,000 per day for imparting training, with proportionate payment allowed for partial-day sessions. In both cases, any existing company scheme offering higher benefits will override these minimum prescribed rates.
