The Ministry of Labour and Employment (MoLE) on July 13, 2026, issued notification on Qualifications and Experience Requirements for Training Officers in Vocational Training Centres.
The notification lays down the qualifications and experience required for appointing a whole-time Training Officer as the in-charge of Vocational Training Centres under the Occupational Safety, Health and Working Conditions (Central) Rules, 2026. Issued by the Chief Inspector-cum-Facilitator of Mines, the standard applies to all training centres catering to coal, metalliferous, and oil mines.
For coal mines, the Training Officer must have at least 10 years of mining experience along with a First Class Certificate of Competency, with additional requirements for underground mines. In the case of metalliferous mines, the officer must possess 5–7 years of experience depending on the type of mines, along with relevant certifications or a degree/diploma in mining engineering. For oil mines, the requirement includes an engineering degree with a minimum of 10 years of experience, which increases to 15 years for larger training centres or those serving multiple mines.
