SEBI Compliance with UAPA Notifications Designating 23 Individuals as Terrorists

Secretarial ComplianceThe Securities and Exchange Board of India (SEBI), on July 17, 2026, advised Stock Exchanges, Depositories, KRAs, AMFI, and all registered intermediaries to ensure strict compliance with the Government of India Gazette Notifications dated July 4, 2026, issued under Section 35 of the Unlawful Activities (Prevention) Act, 1967 (UAPA). The notifications designate 23 individuals as terrorists and include them in the Fourth Schedule of the UAPA.

The advisory reiterates that regulated entities must follow the procedures prescribed under the Government Order dated February 2, 2021, in accordance with Clauses 62 and 63 of the SEBI Master Circular on Anti-Money Laundering (AML) Standards and Combating the Financing of Terrorism (CFT) dated June 6, 2024. The relevant Gazette Notifications have also been made available on the SEBI website for reference.

Stock Exchanges, Depositories, KRAs, AMFI, and all registered intermediaries are required to take appropriate action to ensure compliance with the notified designations as part of their AML/CFT obligations under the applicable regulatory framework.
