The Madhya Pradesh Urban Development and Housing Department (MPUDD), on June 29, 2026, published a draft amendment to the Madhya Pradesh Bhumi Vikas Niyam, 2012, under the Madhya Pradesh Nagar Tatha Gram Nivesh Adhiniyam, 1973. Stakeholders have been invited to submit objections or suggestions within 15 days from the date of publication of the draft in the Madhya Pradesh Gazette.
The draft amendment proposes the insertion of Rule 37(1)(a) introducing the concept of "Prohibited Land Uses in Different Zones." Under the proposed framework, all land uses and activities will be deemed permissible in every land use zone unless specifically included in the prescribed Negative List of Uses applicable to that zone.
The amendment further proposes to permit mixed use of land and buildings, whether horizontal or vertical, across all land use zones, subject to the manner and extent prescribed under the Rules.
