The Ministry of New and Renewable Energy (MNRE) on July 18, 2026, extends Limited Exemption for ALMM List-II Compliance.
The Ministry of New and Renewable Energy (MNRE), with reference to its earlier Office Memorandums dated December 9, 2024 and July 28, 2025, had mandated that all net-metering and open access renewable energy (RE) power projects commissioned on or after June 1, 2026 must procure solar PV modules from ALMM List-I and solar PV cells from ALMM List-II.
Subsequently, MNRE clarified on May 25, 2026 that there would be no blanket extension for ALMM List-II compliance beyond June 1, 2026, while safeguarding investments already made. However, after further deliberations with industry stakeholders, the Ministry has revised its position and provided a limited relaxation.
Under the revised decision, net-metering and open access RE projects are allowed a one-time extension, permitting commissioning without mandatory compliance of ALMM List-II (solar PV cells) up to December 31, 2026. This extends the earlier exemption deadline of May 31, 2026. Projects commissioned after December 31, 2026 will be required to fully comply with ALMM List-II provisions.
This measure aims to ensure a smooth transition for the solar industry towards stricter domestic sourcing norms while balancing ongoing project commitments and investments.
