The Ministry of Road Transport and Highways (MoRTH), on July 17, 2026, published the draft Central Motor Vehicles (Amendment) Rules, 2026 inviting objections and suggestions within 30 days from the date of publication in the Gazette of India. The draft proposes amendments to the Central Motor Vehicles Rules, 1989 to strengthen vehicle registration, enforcement, and compliance procedures.
The draft amendments introduce provisions for electronic intimation and cancellation of vehicle registration where a vehicle is destroyed, permanently unusable, or permanently exported from India through new Forms 37A and 37B. They also propose changes relating to recording and issuance of warnings on the e-challan portal, recognition of warnings as previous violations for repeat offences, extension of the period under Rule 144 from 14 days to 30 days, and inclusion of "fine" alongside penalties in specified provisions.
The draft further proposes procedural changes to the e-challan framework, including allowing appeals before an adjudicating authority in specified cases, providing for the finality of warnings upon deemed acceptance, and omitting certain provisions under Rule 22. Stakeholders may submit their comments to the Ministry before the expiry of the consultation period.
