The Ministry of Ports, Shipping and Waterways (MoPS&W) on July 07, 2026, issued the Merchant Shipping (Prevention of Pollution by Sewage from Vessels) Rules, 2026.
They shall come into force on July 17, 2026.
The following has been stated:
• The rules prescribe mandatory installation of approved sewage treatment plants, sewage comminuting and disinfecting systems, or holding tanks on applicable vessels based on their size and passenger capacity. They also specify technical standards for sewage systems, standard discharge connections, holding tank capacities, and monitoring requirements.
• The Rules prohibit the discharge of untreated sewage into the sea except under prescribed conditions, such as maintaining minimum distances from the nearest land and ensuring the vessel is underway. Treated sewage may only be discharged through approved treatment systems that do not produce visible floating solids or discoloration of surrounding waters. Passenger ships operating in designated special areas are subject to stricter discharge norms and shall use certified sewage treatment systems. Additional provisions govern sewage management for smaller vessels (below 400 GT or carrying up to 15 persons), including the use of holding tanks, portable toilets, and shore reception facilities.
• The Rules also permit temporary storage of treated sewage or grey water in ballast tanks under specified safety conditions, require proper record-keeping and notification to port authorities, and mandate compliance with both sewage and other marine pollution regulations where mixed waste is involved.
• Overall, the Rules strengthen environmental protection by establishing comprehensive standards for sewage collection, treatment, storage, and disposal from vessels operating in Indian waters.
