The Ministry of Fisheries, Animal Husbandry and Dairying on July 22, 2026, has outlined key initiatives to strengthen veterinary healthcare, boost dairy development under White Revolution 2.0, and ensure humane management of stray animals. Under the Livestock Health and Disease Control Programme, the Government is providing 100% central assistance for vaccination against major livestock diseases such as Foot and Mouth Disease, Brucellosis, PPR, and Classical Swine Fever. Additionally, over 4,000 Mobile Veterinary Units are operational across States and UTs, along with support for diagnostics and capacity building of veterinary professionals.
Under White Revolution 2.0, the Government aims to expand dairy cooperative coverage by establishing 75,000 new Dairy Cooperative Societies and strengthening existing ones by 2028–29. The programme has already exceeded interim targets, with significant growth in milk procurement reaching 700 lakh litres per day in 2025–26. Support is also being extended to unorganized dairy farmers through the National Programme for Dairy Development, including training, infrastructure, and digital payment systems to ensure transparency and efficiency.
For stray dog management, the Government has notified the Animal Birth Control Rules, 2023, promoting sterilization and anti-rabies vaccination. States are being supported to establish shelters and control centres under capital investment schemes. Further, the National Action Plan for Dog Mediated Rabies Elimination aims to eliminate rabies by 2030 through a coordinated One Health approach, with strict implementation directions issued following Supreme Court guidelines.
