The Directorate General of Foreign Trade (DGFT) on July 14, 2026, issued notification on Remand Proceeding in the anti-dumping investigation concerning imports of “Semi-Finished Ophthalmic Lens” originating in or exported from China PR.
DGFT has initiated remand proceedings following the order of the Customs, Excise and Service Tax Appellate Tribunal (CESTAT) dated April 27, 2026, in the matter concerning anti-dumping duty on imports of Semi-Finished Ophthalmic Lenses from China PR. The Tribunal set aside earlier findings (dated September 29, 2022) to the extent that the Essilor Group was treated as a non-cooperative entity and directed DGTR to reassess the case by treating it as a cooperative exporter/producer and determine its individual dumping margin afresh.
Pursuant to this direction, DGTR will undertake a fresh examination of relevant data, including normal value, export price, and dumping margin for the Essilor Group. All interested parties are invited to participate in the proceedings and submit their inputs as per the Anti-Dumping Rules, 1995. Submissions must be made through the SETU Portal under the specified case ID, ensuring proper formats for documents and data files.
Parties submitting confidential information must also provide non-confidential versions for transparency. DGTR has advised stakeholders to regularly monitor its website and the SETU portal for updates. Failure to provide required information or cooperation may result in the party being treated as non-cooperative, and findings may be based on available facts.
