The Ministry of Road Transport and Highways (MoRTH) on July 16, 2026, issued the Draft Central Motor Vehicles (………. Amendment) Rules, 2026, further to amend the Central Motor Vehicles Rules, 1989.
The following has been stated: -
•The draft Central Motor Vehicles (Amendment) Rules, 2026 propose introducing Bharat Stage VI (BS-VI) emission standards with the Worldwide Harmonised Light Duty Test Procedure (WLTP) for N1 category vehicles manufactured on or after April 01, 2028.
•The rules prescribe revised exhaust emission limits for petrol and diesel vehicles, including stricter limits for pollutants such as CO, NOx, hydrocarbons, and particulate matter.
•They also extend BS-VI emission type approval to certain N2 vehicles (3.5–5 tonnes) derived from N1 vehicles, subject to compliance requirements.
•Testing, conformity of production (CoP), and in-service compliance will be conducted as per AIS-175, with no relaxation in emission norms.
•The draft further specifies reference and commercial fuel standards, evaporative emission limits, crankcase ventilation requirements, and annual CoP testing procedures for manufacturers.
The objections or suggestions may be given within 30 days from July 27, 2026.
