The Ministry of Road Transport and Highways (MoRTH) on July 24, 2026, issued the Draft Central Motor Vehicles (………. Amendment) Rules, 2026, further to amend the Central Motor Vehicles Rules, 1989.
The following has been stated: -
•The draft amendment to the Central Motor Vehicles Rules, 1989 revises the validity period of Pollution Under Control (PUC) certificates based on a vehicle's emission standard, category, and age. BS-I, BS-II, and BS-III vehicles will continue to require PUC renewal every 3 months, while BS-IV vehicles will require renewal every 6 months.
•For BS-VI vehicles, non-transport vehicles will receive PUC validity of 3 years (up to 6 years old), 1 year (6–10 years), and 6 months (over 10 years), while transport vehicles will receive 2 years, 1 year, and 6 months, respectively.
•The revised validity periods will apply to existing PUC certificates only upon their first renewal after the amendment comes into force.
•The amendment also clarifies that renewals completed within 10 days before expiry will take effect from the expiry date, while later renewals will be effective from the date of renewal.
• Objections or suggestions may be given within 30 days from July 27, 2026.
