The Government of Bihar on July 23, 2026, issued the Bihar Urban Development Bill, 2026.
The following has been stated: -
•The Bihar Urban Development Bill, 2026, was introduced in the Bihar Legislative Assembly on July 22, 2026, to establish a framework for the development and management of state urban areas.
•It establishes the "Bihar Urban Development Authority" as a corporate body headed by the Chief Secretary to oversee urban planning, infrastructure, and financial management.
•The bill grants the State Government power to designate Special Areas and Core Areas where the Authority will have exclusive jurisdiction over land planning and execution.
•Land for development schemes can be acquired through statutory acquisition, direct purchase, leasing, or Transferable Development Rights (TDR).
•Additionally, it creates a non-lapsable Bihar Urban Development Fund to finance projects and outlines provisions for appeals, regulatory enforcement, and dispute resolution.
