The U.T. Administration of Dadra and Nagar Haveli and Daman and Diu on July 20, 2026, issued the Union Territory of Dadra and Nagar Haveli and Daman and Diu Ease of Doing Business (EoDB)–Regulation, 2026.
The Union Territory of Dadra and Nagar Haveli and Daman and Diu has proposed the Ease of Doing Business (EoDB) Regulation, 2026 to improve the business environment by reducing regulatory burdens and enabling faster, time-bound approvals. A key feature of the draft is the implementation of the Right to Business framework (OPA-26), which includes granting a Certificate of In-Principle Approval (CIPA) to eligible MSMEs based on self-declaration, along with provisions such as inspection moratoriums and the creation of nodal agencies at UT and district levels.
The proposed regulation aims to shift governance from a traditional permission-based system to a trust-based framework, enhancing transparency, accountability, and predictability in approvals. It is expected to significantly reduce the time required to set up MSMEs, lower compliance burdens and transaction costs, and boost investor confidence and industrial competitiveness.
Additionally, the regulation is designed to promote entrepreneurship, employment generation, and industrial growth, while strengthening the Ease of Doing Business ecosystem in alignment with the Government of India’s deregulation initiatives. It also ensures that reforms are implemented without compromising safeguards related to public health, safety, environmental protection, and legal compliance.
The draft regulation has been published in the Official Gazette for public consultation, and stakeholders are invited to submit their comments and suggestions to the Department of Law and Justice within 30 days from the date of notification.
