The Ministry of Road Transport and Highways (MoRTH), on July 23, 2026, issued the draft Central Motor Vehicles (Amendment) Rules proposing amendments to the Central Motor Vehicles Rules, 1989. The draft has been published for public consultation, with objections and suggestions invited within 30 days from the date the notification is made available to the public.
The draft amendments introduce a regulatory framework for Two-Wheeled Road Ambulances (L2 category) by prescribing a two-year validity for renewal of fitness certificates and adding new inspection parameters covering the ambulance accessory unit, tyres and rims, emergency warning lights, patient stretcher, stretcher locking mechanism, patient restraint system, loading and unloading mechanism, and fire extinguisher. The draft also omits the existing provisions relating to the inspection of E-rickshaws and E-carts under Rule 62.
The draft further proposes that top lights fitted on two-wheeled road ambulances comply with AIS:209 (Part 1):2026 from October 1, 2026, while all L2 category two-wheeled road ambulances manufactured on or after October 1, 2027, must conform to the same standard and may be registered only in areas specified by the respective State Government.
