The Union Territory Administration of Dadra & Nagar Haveli and Daman & Diu, Department of Labour & Employment, on July 20, 2026, issued the Draft Dadra & Nagar Haveli and Daman & Diu Industrial Relations Rules, 2026 under the Industrial Relations Code, 2020. The draft Rules propose to supersede the existing Model Standing Orders, 2020 and the Trade Union Regulations applicable in the Union Territory. Stakeholders may submit objections and suggestions within 45 days from the date the Official Gazette is made available to the public.
The draft Rules prescribe the framework for implementing the Industrial Relations Code, 2020 in the Union Territory, including provisions relating to settlement agreements before Conciliation Officers, constitution of Works Committees, representation of employers and workers, consultation with registered trade unions, recognition of negotiating unions and councils, electronic elections, committee office-bearers, tenure, and vacancy management.
Once finalised, the Rules will provide a comprehensive procedural framework for industrial relations, collective bargaining, and dispute resolution in the Union Territory, replacing the existing regulations and aligning the local labour law framework with the Industrial Relations Code, 2020.
