The Government of Manipur, on July 21, 2026, published the Manipur Town and Country Planning (Sixth Amendment) Ordinance, 2026, which was promulgated by the Governor on July 9, 2026 under Article 213 of the Constitution of India. The Ordinance amends the Manipur Town and Country Planning Act, 1975 and came into force with immediate effect.
The Ordinance introduces provisions for the preparation and implementation of an Interim Master Plan by inserting new Sections 22A and 23A. The Interim Master Plan may be prepared by the Chief Town Planner in consultation with the Urban Local Body or Planning and Development Authority, enabling construction approvals during the preparation of the final Master Plan. The Interim Master Plan will remain valid for 18 months, subject to periodic review, and must be published for public objections before its adoption by the State Government.
The Ordinance also substitutes Section 24 to expand the scope of Master Plans and Zoning Regulations, requiring them to include a general land-use plan, zoning plan, and supporting reports covering residential, commercial, mixed-use, industrial, public, transportation, agricultural, recreational, and waterbody planning. These amendments aim to facilitate planned urban development while ensuring continuity in development approvals pending finalisation of Master Plans.
