The Government of Maharashtra on July 15, 2026, issued the Maharashtra Motor Vehicle Aggregator Rules, 2026.
The following has been stated:
• The Government has notified the rules to regulate app-based transport aggregators such as taxi, bike taxi, and auto-rickshaw service providers operating through digital platforms. The Rules mandate that aggregators obtain a licence and Unique Licence Identification Number (ULIN) before commencing operations and prescribe comprehensive standards relating to driver eligibility, vehicle fitness, passenger safety, fare regulation, grievance redressal, data protection, and driver welfare.
• Aggregators shall incorporate safety features such as GPS tracking, SOS/panic buttons, ride-sharing details, and emergency response mechanisms, while complying with prescribed limits on surge pricing and cancellation charges.
• The Rules also recognize private carpooling under specified conditions, promote the adoption of electric vehicles, and empower authorities to impose penalties of up to ₹1 crore, including suspension or cancellation of licences, for violations.
• The framework aims to ensure safe, transparent, accountable, and technology-driven passenger transport services across Maharashtra.
