The Reserve Bank of India (RBI), on July 31, 2026, issued the Reserve Bank of India (All India Financial Institutions – Supervisory Returns) Directions, 2026, prescribing a comprehensive framework for the governance, management, and submission of supervisory returns by All India Financial Institutions (AIFIs), namely EXIM Bank, NABARD, SIDBI, NHB, and NaBFID. The Directions came into force with immediate effect and apply to all periodic and ad hoc supervisory returns submitted to RBI, including those filed through the Centralised Information Management System (CIMS).
The Directions require the Board and Senior Management of AIFIs to establish robust governance mechanisms for data quality, risk management, and reporting, including oversight of data aggregation capabilities, validation of reporting practices, and integration of reporting requirements into acquisitions, new products, and IT initiatives. AIFIs are also required to maintain comprehensive data architecture and IT infrastructure to ensure accurate, complete, and timely reporting under normal as well as stress conditions, supported by clearly defined roles and responsibilities for business and IT teams.
Further, the Directions prescribe operational guidelines, timelines, applicable supervisory returns, exception handling procedures, and penalties for non-compliance with reporting requirements. The framework aims to strengthen the quality, integrity, and consistency of supervisory reporting submitted by AIFIs to the Reserve Bank.
