Finance & Taxation ComplianceThe Reserve Bank of India (RBI) on July 31, 2026, notified regarding the Implementation of Section 51A of UAPA, 1967: Updates to UNSC’s 1988 (2011) Taliban Sanctions List: Amendment of 05 Entries.

The following has been stated:

• RBI has advised all regulated entities to implement the latest amendments to the United Nations Security Council (UNSC) Taliban Sanctions List, as notified by the Ministry of External Affairs (MEA) through the UNSC Press Release dated July 30, 2026. The amendments update the details of certain individuals associated with the Taliban under UNSC Resolution 1988 (2011). 

• Regulated entities shall ensure strict compliance with Chapter IX of the RBI Know Your Customer (KYC) Directions, 2025 and Section 51A of the Unlawful Activities (Prevention) Act, 1967 (UAPA) by verifying that no accounts are maintained in the names of listed individuals or entities and by taking the prescribed actions under the UAPA Order dated February 2, 2021 (as amended on April 22, 2024). 

• RBI has also instructed entities to use the updated UN sanctions lists for screening and to forward any delisting requests received to the Ministry of Home Affairs (MHA) in accordance with the prescribed procedure.
