The Department of Labour & Employment, UT Administration of Dadra and Nagar Haveli and Daman & Diu on July 20, 2026, issued the Draft Dadra & Nagar Haveli and Daman & Diu Social Security Rules, 2026.
The following has been stated:
• The Rules prescribe the constitution, composition, tenure, functioning, and administration of the Unorganised Workers Social Security Board and the Building and Other Construction Workers' Welfare Board, including a three-year tenure for members, representation of Scheduled Castes, Scheduled Tribes, Minorities, and Women, procedures for resignation, removal, filling of vacancies, payment of allowances, quarterly Board meetings, quorum requirements, and decision-making through majority vote.
• They also empower the Welfare Board to formulate and implement social security schemes and welfare measures for eligible workers with prior Government approval. Further, the Rules lay down the procedure for filing appeals before the Employees' Insurance Court, including the prescribed forms, documentation requirements, a 90-day limitation period for appeals against Medical Appeal Tribunal orders (with provision for condonation of delay), and a three-year limitation period for filing claims arising under the Code.
• The objections or suggestions have been invited from stakeholders by September 3, 2026.
