The Employees’ State Insurance Corporation (ESIC), on July 13, 2026, issued the draft Employees’ State Insurance (General) Regulations, 2026 under the Code on Social Security, 2020, proposing to replace the existing Employees’ State Insurance (General) Regulations, 1950. The draft regulations seek to align the ESI regulatory framework with the Code on Social Security, 2020, and the Social Security (Central) Rules, 2026. Stakeholders may submit objections and suggestions within 45 days from the date the Official Gazette is made available to the public.
The draft regulations introduce updated definitions, governance provisions, contribution and benefit periods, procedures for exercising powers by the Corporation, and the constitution and functioning of committees and Regional Boards. They also provide a comprehensive framework for the administration of ESI benefits, registration, and governance under the new social security regime.
The proposed regulations aim to modernise the administration of the Employees' State Insurance Scheme by streamlining operational procedures, strengthening governance mechanisms, and ensuring consistency with the provisions of the Code on Social Security, 2020.
