The Reserve Bank of India (RBI) on July 31, 2026, issued the Reserve Bank of India (Payments Banks – Miscellaneous) Supervisory Directions, 2026.
These Directions shall come into effect on July 31, 2026.
The following has been stated:
• The directions consolidate various supervisory requirements applicable to Payments Banks into a single regulatory framework to strengthen governance, regulatory compliance, and supervisory oversight.
• The Directions prescribe procedures for obtaining RBI approval for specified corporate actions, organisational changes, and other matters requiring prior regulatory approval. They also provide for effective governance, maintenance of records and documents, facilitation of RBI inspections and supervisory reviews, timely furnishing of information and regulatory returns, and compliance with directions issued by the RBI from time to time.
• Further, the Directions empower the RBI to seek additional information, issue clarifications or exemptions where necessary, repeal the earlier miscellaneous supervisory instructions applicable to Payments Banks, and preserve actions taken under the previous regulatory framework.
