• The Rules prescribe the procedure for service of notices, filing of replies, appearance through authorised representatives, ex parte proceedings, and determination of penalties based on factors such as the nature and gravity of the contravention, repetition of default, unfair gains, public interest, wilful misconduct, cooperation during inquiry, and corrective measures taken.
• They also provide timelines for payment and recovery of penalties, authorize electronic communication, and include Form-I for issuance of notice for adjudication of penalties, ensuring a transparent and principles-based adjudication framework.
