The NPCI Bharat BillPay Limited (NBBL) on July 16, 2026, notified regarding the Generation of ‘Transaction Reference Id’ for all bill payment transactions.
Under the RBI's Bharat Bill Payment System (BBPS) Master Directions 2024, all bill payment transactions are required to be assigned a BBPS Reference Number right from the payment initiation stage. However, it has come to notice that some transactions are not currently complying with this requirement—specifically, not generating a Transaction Reference ID at initiation and transmitting it to NBBL (NPCI Bharat BillPay Ltd.).
Key directive: All Operating Units (OUs) must strictly comply with the prescribed process of generating the Transaction Reference ID at payment initiation and sending it to NBBL for all applicable transactions.
Deadline: Compliance must be fully implemented by 15th September 2026.
Consequence of non-compliance: Any failure to meet this requirement will be treated as regulatory non-compliance and may result in appropriate action against the concerned entity.
