The Ministry of Power (MoP) on August 10, 2026, stated that electricity distribution, including DISCOM operations and their digitalisation, falls under the jurisdiction of State Governments, State Electricity Regulatory Commissions and respective distribution utilities. The Government of India has supported States through IPDS, NSGM and the ongoing Revamped Distribution Sector Scheme (RDSS) to improve power supply quality, operational efficiency and financial sustainability.
Under IPDS, ₹58,686 crore of works were executed, supporting ERP, SCADA/DMS, RT-DAS and installation of 6.54 lakh smart meters before the scheme closed in March 2022. NSGM, which closed in March 2024, facilitated smart-grid development, including installation of 1,45,343 smart meters in Rajasthan and 24,214 in Chandigarh, with ₹72.27 crore released under the Mission.
Under RDSS, projects worth ₹1.53 lakh crore for loss-reduction infrastructure and ₹1.31 lakh crore for smart metering have been sanctioned across 28 States and 45 distribution utilities. These include smart meters for 19.79 crore consumers, 2.05 lakh feeders and 52.53 lakh distribution transformers; SCADA/DMS projects for 394 towns; IT/OT systems such as ERP, GIS, unified billing and RT-DAS; and smart distribution projects worth ₹8,608 crore. ₹47,124 crore has been released under RDSS since FY2023, including ₹2,733 crore for smart metering. The Government has also initiated the India Energy Stack (IES) for digital data exchange across the power sector and allocated ₹100.9 crore under RDSS for training DISCOM personnel, with 14,853 personnel trained up to July 2026.
